Article 17Every state must have the constitution of a free state. State parliament must be elected in a general, equal, immediate and secret ballot, in which all Reich German men and women participate, according to the principles of representative election. The state government requires the confidence of state parliament.
The principles for the election of state parliament also apply for local elections. State law may determine if those who lived in the community for one year or less may participate in the election or not.
This is referring to how the German run their elections for state to state.They are allowing everyone who is a eligible citizen to participate in voting.

I found it different that a Reich German is supposed to get a permit in order to protest, and is not a natural human right, like we have, the freedom of speech. Additionally, the fact that you are supposed to make sure that the area you are going to be protesting in must be accepting of allowing such activity to be done as you stated.
